What Is Solar ATAP?
Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia’s official rooftop solar programme that replaces Net Energy Metering (NEM 3.0) for residential consumers. The programme is designed to help homeowners reduce electricity bills by prioritising self-consumption of solar energy, with regulated bill credits for excess energy exported to the grid.

Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia’s new rooftop solar initiative starting 1 January 2026. It allows electricity consumers to install solar PV systems, use solar energy for their own electricity needs first, and export any surplus to the grid for bill credits. It replaces the previous Net Energy Metering (NEM) programme.
The programme was introduced to encourage broader adoption of rooftop solar energy in Malaysia, optimise roof usage for renewable electricity generation, and provide a transparent and flexible mechanism for consumers to reduce their electricity costs using solar power.
Solar ATAP officially started on 1 January 2026 following the end of the NEM programme.
Consumers with an active electricity account from Tenaga Nasional Berhad (TNB) — including residential homes and businesses — are eligible. Applicants must not currently be on an active NEM.

- Residential (Domestic):
• Single-phase – up to 5 kW
• Three-phase – up to 15 kW - Non-Domestic (Commercial/Industrial):
• Up to 100% of your maximum demand, capped at 1,000 kW subject to technical assessment.
Excess solar energy exported to the grid will earn bill credits based on:
• Residential: energy charge rate;
• non-domestic: the average System Marginal Price (SMP) — a market-based electricity price.
No. Credits apply only in the billing month they are generated and will be forfeited if unused.
Yes. Solar ATAP includes a 10-year contract from the date your system is commissioned under ATAP. After this period, you can continue solar self-consumption, but export credits no longer apply.
No. Batteries are optional. A Battery Energy Storage System can help store excess solar energy for night-time use, reducing reliance on grid power and increasing savings, but is not mandatory.
Existing NEM contracts must be terminated before joining ATAP. SELCO participants may transition depending on eligibility and technical conditions.
